I am not sufficiently informed as to the circumstances.
I presume the application was for a night pass whilst after the prescribed hours and from the shore to the ship. I am not aware of any principle of International law which would enable officers of a vessel of war of any nation whilst here to commit any offence against the territorial or local law.
A Vessel of war has certain privileges usually extended to her in the harbor of a friendly Power, but the officers and crews conform to regulations when in foreign ports.
Our law provides special provisions I presume in order to remedy any inconvenience which might otherwise arise.
